League of Legends treats its player base with consistent updates to shake up the meta as the next patch, 13.17, brings a massive bout of champion buffs, nerfs, and several item adjustments!

This time around, the spotlight is being shone on League of Legends' many mage champions, including fan-favorites Lux, Xerath, and Twisted Fate, as they receive some buffs. New champion Naafiri will bear the brunt of Riot's nerf hammer again as her packmates get told to 'Stay.'

Let's look at all the nerfs and buffs dropping onto Summoner's Rift when LoL patch 13.17 launches, including when the patch becomes live and all champion changes.

WHEN WILL LOL PATCH 13.17 GO LIVE?

According to Riot Games' official patch schedule, the League of Legends patch 13.17 will go live on August 30, 2023.

The patch will be rolled out across the day according to all major league servers' time zones, beginning with the Oceanic servers. Here are all the critical patch rollout times for all major LoL servers worldwide.

  • 3 AM PT (NA)
  • 5 AM GMT (EU West)
  • 3 AM CET (EU North East)
  • 8 AM KST (Korea)

As with all new patch releases, there will be several hours of server downtime as the patch is rolled out. Matchmaking and competitive queues will be disabled before the new patch is made fully live.

WHATS NEW IN LOL PATCH 13.17?

This is another League of Legends patch in which Riot Games is steadily reshaping the meta in preparation for LoL Worlds in October.

Mid-Lane Mage mains, rise up! Several neglected mages are being buffed to increase their pick rates. Orianna, Lux, Zoe, and Twisted Fate are among some of the names getting buffed. Champions getting the plug pulled on them include Kindred, Kayn, and Kha'Zix.

As always, Riot Games will release several skins with the new patch, bringing them on a Cosmic Journey. One of these has caused fan controversy. Dark Cosmic Erasure Jhin will only be obtainable through a "gacha system," which involves opening many mystery capsules.

These are the early 13.17 patch notes for League of Legends. These champion balance changes are available on the PBE (Public Beta Environment) and are subject to change.

In patch 13.17, nine champions are getting huge buffs while the rest are either nerfed or slightly adjusted. Let's dive right in!

  • Auto attack damage increased by 2 per level.

Gnar

  • Base damage increased from 25 - 205 to 45 - 225.

  • Base damage increased from 25 - 145 to 35 - 155.

Lux

  • Mana regeneration decreased from 8 to 7.

(Passive) Illumination

  • Damage increased from 20 - 90 (+20% AP) to 30 - 200 (+25% AP).

(Q) Light Binding

  • Cooldown decreased from 11 seconds (all ranks) to 11/10.5/10/9.5/9 seconds.

(E) Lucent Singularity

  • Damage decreased from 70 - 270 (+80% AP) to 65 - 265 (+80% AP).

Orianna

  • Health growth increased from 105 to 110.

(W) Command: Dissonance

  • Base damage increased from 60/105/150/195/240 to 70/120/170/220/270.

Samira

  • Health growth increased from 99 to 107.

Twisted Fate

  • AP ratio increased from 80% to 90%.

  • (Base stats) Attack range increased from 125 to 175.

Vex

  • Damage increased from 60/105/150/195/240 (+70% AP) to 70/115/160/205/250 (+70% AP).

(W) Personal Space

  • Cooldown adjusted from 20/18/16/14/12 seconds to 16/15/14/13/12 seconds.

(R) Shadow Surge

  • Ping now mentions any enemies that are in range.

Xerath

  • Base mana regeneration decreased from 8 to 6.85.

(Passive) Mana Surge

  • Unit kill cooldown restore increased from 2 seconds to 2.5 seconds.

(W) Eye of Destruction

  • Mana cost increased from 70 - 110 to 80 - 120.

Zoe

  • HP regeneration increased from 6.5 to 7.5.

(E) Sleepy Trouble Bubble

  • Sleep duration increased from 2.25 seconds to 2.5 seconds.
  • Magic resistance reduction increased from 20/22.5/25/27/30% to 30% flat.

  • Health growth increased from 104 to 107.
  • Armor growth increased from 4.2 to 4.7
  • AD growth reduced from 3.5 to 3.

Blitzcrank

  • Health increased from 633 to 650.
  • Magic resistance increased from 28 to 32.
  • Base attack speed decreased from 0.65 to 0.625.
  • Attack speed ratio decreased from 0.7 to 0.625.

(Passive) Mana Barrier

  • Shield adjusted from 15% - 45% to 30% flat.

(W) Overdrive

  • Mana cost reduced from 85 to 75.
  • Attack speed ratio reduced from 30/43/56/69/82 to 30/40/50/60/70.
  • Bonus magic damage on hit damage removed.

(E) Power Fist

  • Mana cost reduced from 85 to 75.
  • Attack damage growth increased from 75% to 100%.
  • Removed bonus damage against minions and jungle monsters.

(R) Static Field

  • Passive now deals 2% max mana damage.

Hecarim

  • Mana adjusted from 277 + 60 to 280 + 40.
  • Mana regeneration growth increased from 6.6 + 0.6 to 7 + 0.8

  • Mana decreased from 30 to 28 - 20

(W) Spirit of Dread

  • Mana cost decreased from 50 - 90 to 50 - 70.
  • Omnivamp AD ratio decreased from 25 + 2% per 100 bonus AD to 20% flat.

Kayn

  • Base slow decreased from 50% to 30%.
  • Missing HP damage decreased from 8% + 0.5% per mark to 5% + 0.5% per mark.

Naafiri

  • Health reduced from 650 to 635.

(Passive) We Are More

  • Cooldown increased from 25 - 10 (based on level) to 30 - 15 (based on level).
  • Packmates now take 100% bonus damage from champion melee attacks.

(Q) Darkin Daggers

  • Heal decreased from 45/65/85/105/125 + 40% bonus AD to 45/60/75/90/105 + 40% bonus AD.
  • Max damage changed from 70/100/130/160/190 + 140% bonus AD to 60/90/100/130/0180 + 140% bonus AD.

(E) Eviscerate

  • First hit AD ratio decreased from 60% bonus AD to 50%.
  • Second hit AD ratio decreased from 90% bonus AD to 80%.

Quinn

  • Health growth increased from 99 to 107.

(Q) Blinding Assault

  • Damage decreased from 20 - 120 to 20 - 100.

(E) Vault

  • Damage decreased from 40 - 160 to 40 - 140.

Vi

(Passive) Blast Shield

  • Shield increased from 10% max HP to 12% max HP.
  • Cooldown restore increased from 3 seconds to 4 seconds.

(E) Excessive Force

  • Cooldown decreased from 14 - 8 seconds to 12- 8 seconds.

(R) Cease and Desist

  • Damage reduced from 150 - 500 + 1.1 bonus AD to 150 - 400 + 0.9% bonus AD.

Xin Zhao

(Passive) Determination

  • Heal adjusted from 6 - 74 +10% total AD to 3/3.5/4% max HP.

LOL PATCH 13.17: JUNGLE CHANGES

League of Legends Season 13 has been a year of considerable changes to the Jungle, from champion adjustments to the introduction of Jungle pets.

Not only are some Jungle champions getting some balance changes, but some changes are coming to Jungle monsters and pets in patch 13.17.

  • Epic monster damage reduction from 20% to 5%.
  • Damage against pets and champions changed from 20 - 160 to 40 - 100.
  • Gustwalker movement speed reduced from 45% to 35%.
  • Gustwalker monster takedown movement speed reduced from 60% to 45%.
  • Mosstomper tenacity and slow resist reduced from 20% to 10%.
  • Mosstomper shield changed from 60 - 280 to 120 - 220.

LOL PATCH 13.17: ITEM AND RUNE ADJUSTMENTS

Patch 13.17 sees no new changes to any Summoner Spells but significant changes to different in-game items and even the rune 'Future's Market!'

Bloodthirster

  • Health threshold increased from 50% to 70%.

Duskblade of Draktharr

  • No longer invulnerable to damage while untargetable.

Evenshroud

  • Damage amplification decreased from 10% to 7%.

Goredrinker

  • Health increased from 300 to 400 when bought.

Immortal Shieldbow

  • Lifeline shield increased from 215 - 500 to 290 - 500.

Spear of Shojin

  • Health increased from 350 to 500 when bought.
  • AD increased from 65 to 60.
  • DragonForce Effect: 8+8% bonus AD to 16 +4% bonus AD.

Statkik Shiv

  • PvP damage decreased from 100 - 180 +30% AP to 100 - 180 +15% AP.

Stridebreaker

  • Health increased from 300 to 375 when bought.

Future's Market (RUNE)

  • Debt limit changed from 145 +5 per minute to 100 +8 per minute.

FINAL THOUGHTS

LoL patch 13.17 seems to be chock-full of interesting new champion adjustments and balance changes to hopefully give the meta a much-needed shakeup. Naafiri has been dominating Mid-lane since her release onto Summoner's Rift. Hopefully, after her nerf, some other Mid lane champions will get a chance to shine.
