While patch 13.20 was game-changing with tons of new balance changes, patch 13.21 seems tamer in comparison, bringing unconventional jungle champions into the fray.

This time around, LoL patch 13.21 sees 18 champions getting some much-needed tweaks, breaking it down to nine buffs, six nerfs, and three build adjustments. Alongside that, League promises the return of the fan-favorite Cafe Cuties skin line with four new additions. Taking your coffee to go? WHEN WILL LOL PATCH 13.21 GO LIVE?

According to Riot's patch schedule, League of Legends patch 13.21 will go live on October 25, 2023, and is already out on League's Public Beta Environment (PBE).

The patch will be rolled out steadily across the day according to all significant server time zones, beginning with the Oceanic server at around 10 AM AEST. Here are all the critical LoL patch 13.21 rollout times for the remaining LoL servers worldwide.

  • 5 AM GMT (EU West)
  • 3 AM CET (EU North East)
  • 8 AM KST (Korea)
  • 3 PM CT (NA)

Like every new patch release, several hours of server downtime will occur. While this happens, all matchmaking and competitive queues will be disabled around three hours before the latest patch goes live on servers.

WHAT'S NEW IN LOL PATCH 13.21?

It's the era of the unusual jungler! To switch things up, Riot Games is buffing certain non-meta champion picks to improve their suitability for the Jungle camp clearing, like Zyra, Morgana, and Brand. For patch 31.21, they're doing this to balance out the damage roles for Jungle, as it's currently mostly dominated by AD champions.

LOL PATCH 13.21: ALL CHAMPION CHANGES

Without further ado, here are all the champion balance changes hitting Summoner's Rift when patch 13.21 launches. Remember that these changes aren't set in stone until they become live on October 25, and these are just the tentative changes Riot is looking to make.

Aurelion Sol

(Q) Breath of Light

  • Base dot increased from 15 - 55 to 45 - 105. (No longer scales with level)
  • Dot AP ratio decreased from 60% to 50%.
  • Burst damage increased from 40 - 80 to 60 - 100. (No longer scales with level)

Bel'Veth

(E) Royal Maelstrom

  • Cooldown reduced from 24 - 18 seconds to 20 - 16 seconds.

Briar

  • Attack speed growth decreased from 2.3% to 2%.

(Passive) Crimson Curse

  • Healing on kill increased from 100% to 125%.

(W) Blood Frenzy/Snack Attack

  • Execute ratio decreased from 4% per 100 bonus AD to 3.5% per 100 bonus AD.

Brand (Jungle Build)

  • Base health reduced from 590 to 570.
  • Health growth increased from 102 to 105.
  • Base armor increased from 22 to 27.
  • Armor growth reduced from 4.7 to 4.2.
  • Base attack speed increased from 0.625 to 0.681.
  • Attack speed growth increased from 1.36% to 2%

(Passive) Blaze

  • Monster damage increased from 120% to 250%.

(E) Conflagration

  • Base damage reduced from 70 - 170 to 65 - 165.

Caitlyn

(Passive) Headshot

  • Critical chance ratio increased from 142.18% to 148.75%.

(R) Ace in the Hole

  • Base damage reduced from 300 - 750 to 300 - 700.
  • Bonus AD ratio reduced from 200% to 170%.
  • Critical strike ratio increased from 3,5% per 10% crit to 5% per 10% crit chance.
  • Cooldown increased from 90 - 60 seconds to 90 seconds flat.

Dr Mundo

(E) Blunt Force Trauma

  • Bonus AD reduced from 2 - 4% max HP to 2-3% max HP.

Hecarim

  • AD growth increased from 3.2 to 3.7.

(W) Spirit of Dread

  • Duration increased from 4 seconds to 5 seconds.

Jinx

(Passive) Get Excited!

  • Now capped at 5 stacks.
  • Attack speed now only stacks on champion takedowns, although epic monster kills and structures refresh the buff.

K'Sante

  • Various bug fixes and updated tooltips.

(Passive) Dauntless Instinct

  • True damage conversion during ultimate increased from 35% to 45 - 75%.

(Q) Ntofo Strikes

  • Bonus HP cap decreased from 1,800 to 1,200.

(W) Path Maker

  • Maximum duration increased from 1 second to 1,5 seconds.

LeBlanc

(W) Distortion

  • AP ratio increased from 65% to 75%.

(E) Ethereal Chains

  • AP ratio increased from 70% to 80%.

Master Yi

(E) Wuju Style

  • Cooldown decreased from 18 seconds to 14 seconds.

Morgana (Jungle Build)

(W) Tormented Shadow

  • Damage increased from 12 - 52 to 12 - 56.
  • Monster damage modification increased from 165% to 170%.

Rammus

(Q) Powerball

  • Base damage reduced from 100 - 200 to 80 - 200

(W) Defensive Ball Curl

  • Base armor reduced from 35 to 30.
  • Armor ratio reduced from 40 - 80% to 35 - 75%.

Seraphine (Support Build)

  • Base armor increased from 19 to 26.
  • Health growth reduced from 104 to 90.
  • Base mana reduced from 440 to 360.
  • Mana growth increased from 40 to 50.
  • Base mana regen increased from 8 to 11.5.
  • Mana regen growth decreased from 1 to 0.4.
  • Attack speed growth increased from 1% to 2%.

(Q) High Note

  • Missile speed increased from 1,200 to 1,400.
  • Minimum base damage increased from 50 - 115 to 55 - 155.
  • Minimum AP ratio altered from 45 - 65% to 50% at all ranks.
  • Cooldown reduced from 10 - 5 seconds to 9 - 5 seconds.

(W) Surround Sound

  • Cooldown reduced from 28 - 20 seconds to 28 - 16 seconds.
  • Mana cost increased from 50 - 90 to 70 - 90.
  • Base shield increased from 50 -130 to 50 - 150.
  • Base heal reduced from 5 - 7% to 3 - 5%.
  • Heal no longer scales with 0.4% per 100 AP of target's missing health.

(E) Beat Drop

  • Mana cost reduced from 60 - 100 to 60 - 80.
  • Base damage increased from 60 - 140 to 60 - 200.

Tahm Kench

(Passive) An Acquired Taste

  • Base damage decreased from 8 - 60 to 6 - 48.
  • AP ratio increased from 3% per 100 AP to 5% per 100 AP.

(W) Abyssal Dive

  • Cooldown refund increased from 40% at all ranks to 40 - 50% at all ranks.

Varus

(W) Blighted Quiver

  • On-hit base damage increased from 7 -21 to 7 -31.

(E) Hail of Arrows

  • Slow increased from 25 - 45% to 30 - 50%.

Zyra (Jungle Build)

  • Base attack speed increased from 0.625 to 0.681.

(Passive) Garden of Thorns

  • Plant base damage reduced from 20 - 100 to 20 - 88.
  • Plant AP ratio increased from 15% to 18%.

(Q) Deadly Spines

  • Base damage increased from 60 - 240 to 60 - 200.
  • AP ratio increased from 60% to 65%.

(E) Grasping Roots

  • Base damage reduced from 60 - 240 to 60 - 200.
  • AP ratio increased from 50% to 60%.

LOL PATCH 13.21: ITEM AND SYSTEM CHANGES

Hullbreaker (Item)

  • Bonus armor and MR reduced. Melee champions = 10 - 60, Ranged = 5 - 30.

First Strike (Rune)

  • Bonus true damage reduced from 8% to 7%.

Phase Rush

  • Melee bonus movement speed decreased from 30 - 60% to 25 - 50%.

Jungle Pets

  • Bonus damage reduced from 16 to 15.5.
  • Bonus AD ratio reverted from 0% to 10%.
  • AP scaling reverted from 10% to 12%.
  • Heal per attack altered from 70% of damage dealt to 13 - 46 (levels 1 to 12), and the healing cap was removed.
